Iraq on the Eve of National Elections: Discussion with Ambassador Hill

The US Institute of Peace will be webcasting an event on February 17 from 10 am to 12 pm (Eastern) entitled "Iraq on the Eve of National Elections: A Discussion with Ambassador Christopher Hill"

With national elections just around the corner on March 7, Iraq once again finds itself at a critical crossroads in determining what sort of society it wants and the extent to which truly representative politics will be central to that concept.

Given the importance of a successful election to its plan for full withdrawal by 2012, so does the United States.

A positive bar was set by provincial elections in January 2009 but the path since has been very bumpy indeed, with a rancorous election law debate, attempts to exclude large numbers of candidates and ongoing terrorist attacks that threaten stability and the credibility of the Iraqi government.

Can Iraq carry this event off safely and fairly? What is the role of the U.S. and the international community in assisting? What are the challenges to forming a stable government in the aftermath?

Ambassador Hill will offer remarks on these and other issues critical to Iraq's future and take your questions.

وباقتراب موعد الانتخابات التي سيتم تنظيمها في السابع من شهر مارس المقبل، يجد العراق نفسه مجددا أمام مفترق طرق لتحديد أي مجتمع يريده وإلى أي مدى ستكون السياسات الممثلة حقا مركزية في هذا الإطار.

وبالنظر إلى أهمية تنظيم انتخابات ناجحة بالنسبة لمخططها القاضي بالانسحاب الكامل بحلول سنة 2012، فإن الولايات المتحدة مهتمة بذلك أيضا.

ورغم أن انتخابات المحافظات التي تم تنظيمها في يناير 2009 وضعت سقفا إيجابيا، إلا أن المسار ظل محفوفا بالمخاطر، بالنظر إلى النقاش الحاد حول قانون الانتخابات، محاولات إبعاد عدد كبير من المرشحين إلى جانب الهجمات الإرهابية المتواصلة التي تهدد استقرار الحكومة العراقية واستقرارها.

هل بإمكان العراق تنظيم هذا الحدث على نحو آمن وعادل؟ ما هو دور الولايات المتحدة والمنتظم الدولي في دعم ذلك؟ ما هي التحديات المطروحة أمام تشكيل حكومة مستقرة في أعقاب ذلك؟
